Crime Victims' Access to Compensation



Who is involved?

This project will be completed by the International Association of Chiefs of Police (IACP), in partnership with The Police Foundation and the National Center for Victims of Crime (NCVC) and funded by the Office for Victims of Crime (OVC).

What are the goals?

This project seeks to improve law enforcement’s knowledge and understanding of victim compensation in their state in order support and increase the number of victims who are informed about victim compensation.

Why does this matter?

Law enforcement personnel play a critical role in the process of informing victims about available financial compensation programs. Their investigative reports are also a key part to the processing of a claim by compensation staff. Crime victim compensation does not always reach victims in need; only a small percentage of victims of violent crime seek financial compensation. This project hopes to educate law enforcement in order to increase their role in connecting victims with their state compensation programs.

What will happen during this project?

The project will involve 6 tasks:

  1. Determining gaps in practice through a survey of state crime victim compensation board directors and law enforcement agencies
  2. Organizing an advisory committee to review the survey results in order to guide the development of training videos and resources
  3. Developing 3 short instructional videos for law enforcement
  4. Creating tip cards for law enforcement officers to reference when working with victims to improve success rate of claims filed by victims
  5. Providing technical assistance to law enforcement agencies regarding new training
  6. Implementing a marketing plan to distribute information about new training and other project resources to law enforcement agencies.
